Restoration of the International Waterway E 40

On 29.07.2015 a conference was held in the Sejm of the Republic of Poland with the participation of representatives of the ministries responsible for environmental protection, as well as infrastructure and transport from three countries: Poland, Belarus and Ukraine. The debate was launched in connection with the implementation of the EU project which aims at checking the possibility of revitalizion the E40 waterway linking the Baltic with the Black Sea.

The Sejm meeting was held under the honorary auspices of the Chairman of the Parliamentary Committee on Infrastructure, Stanislaw Żmijana, and the Chairman of the Sejm Committee for Environmental Protection, Natural Resources and Forestry, Stanisław Żelichowski. "Inland navigation is undoubtedly one of the most environmentally friendly transport sectors (...), lower emissions of pollutants into the atmosphere, but also less noise, and lower costs and greater security are the most important issues for the Ministry for the Environment" – declared Dorota Niedziela, vice-president of the Ministry for the Environment in her inaugurating speech in the Polish Parliament.

The vice-minister for Maritime Economy and Inland Navigation in the infrastructure and development department, Dorota Pyć, stated that "This initiative is a consequence of many years of Polish-Belarusian cooperation (...) in establishing an inland connection from Brest to the Vistula".

One of the main effects of the project is the establishment of an international dialogue around the reconstruction of a transport route that could be beneficial for all three countries. For this purpose, necessary technical documentation (including market analysis, transport economics, social and environmental assessment) are created. They are prepared by the international consortium with its leader, the Maritime Institute in Gdańsk.

The results of the technical analyses will be known by the end of 2015. The document will then be subject to social consultation and evaluation of the Committee for the Development of the Waterway E40 on the Dnieper-Vistula section.

Work on the possibility of revitalization of the E 40 waterway linking the Baltic and Black Sea is being co-financed by the European Neighborhood and Partnership Instrument within the framework of the Poland-Belarus-Ukraine Cross-Border Cooperation Program 2007-2013.
