Secondly – Water expressway on The Vistula
The first was A1 highway. "Firstly A1" – a big action with this title was initiated by "Dziennik Bałtycki" on 1 August 2003. Two years later – on 29 July 2005, a construction of the highway began. On 22 March "Dziennik Bałtycki", with concern for the development of our region and the country, launched a major social action - the battle for restoration of the waterway on the Vistula River and the establishment of a ministry institution responsible for the development of inland waterways in Poland.
Currently, this responsibility for inland waterways is shared by seven institutions. After the political and economic transformation in Poland, successive governments have had other priorities and as a result, water management, flourishing in many European countries, is degraded in Poland. Restoration of the Vistula River navigation is a difficult challenge, but worth the commitment and serious discussion.
Every year, about million containers are transported from Gdańsk Harbour to many destinations in Poland. In three years this number is expected to reach four million. Together with cargo increase, the needs of transporting increase, which is associated with a significant increase in land congestion, pollution and reduced road travel safety. Inland waterways can be a remedy for these problems.
Unfortunately, in Poland this form of transport practically does not exist. We don't make use of much richer countries' experience. Even today, many transportation needs could be satisfied through inland transport. The economical operators such as sea ports of Gdansk and Gdynia or emerging logistics center at the port of Gdansk are interested in this kind of solutions.
Freight transport by inland waterways can help in solving many issues, because it is exceptionally eco-friendly and energy-saving, so the government representatives should be convinced to unblock the inland shipping on the Vistula River as soon as possible. Restoration of Vistula will ensure efficient service for developing ports of Pomorze, increase the cargo and passengers transport and develop tourism on the Vistula River. It will also be a sort of protection of Żuławy citizens from flooding.
European transport structure changes from chaotic into ordered, where a key role is played by ports and intermodal terminals, therefore enhancing the value of the Vistula to the rank of the transport route should be accelerated by including the revitalization of IWW E40 and E70 to the TEN - T plan of developing the waterways and the EU's cohesion policy for 2014-2020.
Creating a plan for the development of inland waterways requires the creation of an integrated action plan for coalition of Marshals of Voivodeships lying along the river, the relevant ministers, Union of Towns upon the Vistula River activists and other non-governmental organizations, representatives of the business as well as the mobilization and involvement of parliamentarians, politicians, officials and relevant decision-makers, whose support will be required by reporters and the public as part of the " Secondly – Water expressway on Vistula" action.
