The economic potential along the Polish section of the IWW E 70 is characterised by great social and economic diversity. The main industries in the area of the IWW E 70 are: automotive, furniture, wood, pulp and paper, electronic, chemical, textile, construction, electro-machinery, electrical engineering, shipbuilding, petrochemical, minerals and printing.


The existing special economic zones as well as industrial and technology parks facilitate the inflow of foreign capital and consistent increase in the market share of warehouse space.

Along IWW E70, there are two railway lines, i.e. line no. 203 (from Kostrzyn to Piła) and line no. 18 (from Piła to Bydgoszcz). Parallel to the IWW E70, there are two national roads, i.e. road No. 22 (from the Polish-Russian border crossing in Grzechotki to the border crossing with Germany at Kostrzyn) and road No. 10 connecting the Szczecin, Bydgoszcz-Toruń and Warsaw agglomerations. Three of fourteen special economic zones operating in Poland are associated with the IWW E70 area: The Pomeranian Special Economic Zone with 19 subzones in the Pomorskie, Kujawsko-Pomorskie and Zachodniopomorskie Voivodeships; the Kostrzyn-Słubice Special Economic Zone with 29 subzones in the Lubuskie, Zachodniopomorskie and Wielkopolskie Voivodeships (the zone will operate until 31 December, 2020); the Warmia and Mazury Special Economic with 24 subzones in the Warmińsko-Mazurskie and Mazowieckie Voivodeships (the zone will operate until 31 December, 2020). In the vicinity of the Polish section of the International Waterway E 70, there are 61 towns with a population of at least 20,000, and in 12 of them the number of employed people exceeds 5,000 (Gdańsk, Kwidzyn, Malbork, Tczew, Elbląg, Bydgoszcz, Toruń, Grudziądz, Świecie, Włocławek, Gorzów Wielkopolski).

Actions are needed to improve accessibility by road and rail and to expand the technical infrastructure of inland commercial ports in Kostrzyn on the Oder, Krzyż, Ujście, Bydgoszcz and Malbork. New commercial ports should be built in Gorzów Wielkopolski, Drezdenko, Czarnków, and Nakło on the Noteć. At present, practically the only operating ports are those in Bydgoszcz and Elbląg and ports handling aggregates (Fordon, Solec Kujawski, Chełmno and Grudziądz).

The ports in Kostrzyn on the Oder, Gorzów Wielkopolski, Drezdenko, Krzyż, Czarnków, Ujście, Nakło on the Noteć, Bydgoszcz (Osowa Góra, Fordon), Malbork and Elbląg should serve as logistic centres for agriculture.

A plan exists to build the infrastructure of a multimodal transport and logistics node together with a container terminal in Bydgoszcz-Łęgnów or Czerniewice-Brzoza near Toruń. In addition, the project "Comprehensive revitalisation of the Bydgoszcz Water Junction through construction of a system of tourist marinas, a network of water bus stops and other facilities for recreation and water sports" is being executed, which assumes the implementation of 150 smaller investment projects introducing innovative solutions which also improve the quality of life in towns along the E70 waterway. The cost of modernizing the Bydgoszcz Water Junction has been estimated at EUR 15 million.

In Toruń, a project has been drawn up entitled "Tourism development through revitalisation of the existing docks and embankments in Toruń". Base ports are to be built in the Winter Port (along with revitalisation of the repair and shipbuilding facilities), and the Wood Port (along with the rowing track), and a large tourist marina is to be built in the former AZS (University Sports Association) basin. Bulwar Filadelfijski boulevard will be comprehensively modernised along with the construction of mooring berths for tourist vessels.

On the Dead Vistula River, in the area of the Tri-City agglomeration, the restructuring of the port and industrial areas is recommended. A port in this area would support, for example, Gdańsk Refinery.

The infrastructure of the sea-and-river port in Elbląg should be expanded and modernized, while accessibility to the port from the sea should be improved by construction of a channel through the Vistula Spit and extension of the inland navigation connection through the Jagiellonian Canal and the Szkarpawa River with the port of Gdańsk.

In Elbląg, under the project "Modernisation and extension of infrastructure of the Sea Port in Elbląg (within the Old Town)" with a value of PLN 47.5 million, two bridges will be reconstructed as bascule bridges and the quay at the Zygmunt August Boulevard (about 215-metre long) will be adapted for mooring of vessels. The project "Revitalisation of the city centre - development of the tourist functions of Elbląg" assumes revitalisation of Wyspa Spichrzów (Granary Island) located within the Old Town in Elbląg. The project provides for the deepening of the Old Town Moat, developing two bridgeheads (northern and southern) and adapting them for use as a yacht marina, and placing objects from the replica of the Truso settlement. The estimated cost of the project is PLN 37.1 million.

In order to activate the area along the IWW E70, a system comprising bicycle paths and routes for horse riding and car tourism will be built. One manner of extending the offer of the agro-tourism sector may be supporting and promoting ecological and traditional forms of farming, carried out as part of agro-environmental programs in the valleys of the Warta, Noteć and Lower Vistula rivers and the Żuławy region. Care should also be taken to preserve and share the resources of natural and cultural assets by creating a system of local tourist organizations and other non-governmental organizations focused on promoting natural and cultural heritage. Cultural tourism is one of the oldest forms of tourism.
