1. Programme and Spatial Concepts of the IWW E70. ◦ One of the key documents concerning the IWW E70, which includes an analysis of the present-day condition of the infrastructure, parameters of the waterways and economic potential of the regions along the IWW E70. The concepts are a multi-faceted look at the revitalisation of the waterways. The range of investment activities specified in the strategy and concepts form a clearly expressed vision of what the waterways: Oder, Warta, Noteć, Bydgoszcz Canal, Brda, Vistula, Nogat, Szkarpawa and the Vistula Lagoon will be like in the future. This document was prepared within the tasks of the Cross-Regional Working Team for IWW E70 (year 2010, p. 76).
2. IWW E70 Programme Strategy. ◦ The strategy indicates that the objective of the revitalisation programme is to aim at sustainable development of the waterway IWW E70 along its Polish section, both in terms of transport and tourism. It shows the prospects of development from the perspective of ecophysiographic, cultural, environmental, demographic and economic determinants and it also sets priorities. This document was prepared within the activities of the Cross-Regional Working Team for IWW E70 (year 2010, p. 325).
3. IWW E70 Environmental Analysis. ◦ This study analyses the impact of the objects included in the IWW E70 Programme and Spatial Concepts on the environment. In the Analysis, the environmental factors have been examined of specific investment goals, resulting from the agreements, conventions, EU directives and other international and national instruments, specifying the areas protected under the European ecological network Natura 2000 or subject to other forms of protection. The document indicates opportunities to implement the concepts in agreement with the various elements of the environment. This document was prepared within the activities of the Cross-Regional Working Team for IWW E70 (year 2010, p. 121).
4. Analysis of Demand for Freight and Passenger Transport on the Waterway E70. ◦ The study points to different factors affecting the demand for cargo and passenger transport that set trends in the demand for transport, changes in the transport branch structure and the role of inland waterways transport in the provision of transport services. The panel of experts chose to apply mixed methods research in estimating the demand, including: an analysis of the European trends, estimates of experts in inland waterways transport and navigation and estimates based on information obtained from selected leading businesses located in the region of the IWW E70. The preparation of this document was commissioned by the IWW E70 Cross-Regional Working Group to a panel of experts including Krystyna Wojewódzka-Król, Ryszard Rolbiecki, Aleksandra Gus-Puszczewicz (Sopot 2011, p. 146).
5. Socio-Economic Analysis for the Revitalisation Project of the Polish section of the IWW E70. ◦ This study is a basis for assessing the economic viability of the planned works aimed at increasing the navigability of the IWW E70. Its goal is to identify, assess and analyse the potential benefits and socio-economic costs, resulting from the revitalisation of the waterway, and related to the development of freight and passenger transport, in particular tourist traffic. This document was prepared within the tasks of the Cross-Regional Working Team for IWW E70 (year 2011, p. 73).
1. IWW E70 Guide for Boaters. ▪ Practical guidelines for sailors and other water enthusiasts. Readers will find essential information about the waterways that make up the Polish section of the IWW E70 as well as points of interest for tourists. A lot of details referring to hydraulic structures and characteristics of the rivers and canals. Boaters will find not only navigable depths and widths but also parameters of the canal locks, bridges and information about navigational obstacles. The Guide includes an important directory with contact details of relevant water-related institutions and emergency phone numbers. (year 2011, p 100).
2. Map for Boaters. ▪ A practical publication for tourists and sailors. It includes 12 maps of the entire Polish section of the IWW E70. The maps show bike trails, national parks, landscape parks, Natura 2000 areas, recommended tourist sights and typical information for sailors, such as chainage markers of navigable rivers, locks, power line clearances, locations of navigational danger spots, details of canal locks, bridges, ferry crossings, ports and harbours (year 2011, 14 sheets).
3. IWW E70 MiniGuide. ▪ The first guide publication popularising the Polish section of the IWW E70. The publication is intended to provide water enthusiasts with ideas for attractive leisure activities on the water. The guide also presents the actions taken by local governments, the potential for tourism and some practical information for tourists and boaters. The publication was intended for the 'Wind and Water' Trade Fair. (year 2009, p. 24).
4. IWW E70 - Account of a cruise from Berlin to the Vistula Lagoon. ▪ A report on the first tourist trip along the entire Polish section of the IWW E70. The motorboat cruise took 12 days and included the so-called Berlin Ring and the Polish section of the IWW E70. It reports on the condition of the waterways in 2009. Although the condition of the infrastructure has significantly improved since that time, this report may be helpful when planning holidays on the IWW E70 (year 2009, p. 28).
5. General Concepts of IWW E70 Development on the Vistula Lagoon and Kaliningrad Bay. ▪ The study was prepared within the project realised by the Warmińsko-Mazurskie Voivodeship in cooperation with the Pomorskie Voivodeship and the Kaliningrad Oblast. For the first time Russians and Poles applied a methodical analysis of the present condition and development opportunities on the basis of tourist attractions of the regions connected by the IWW E70 section. Experts from Poland and Russia identified 40 tasks which, when completed, may dramatically increase the tourist potential of this area (Elbląg, Kaliningrad 2011, p. 107).
1. European Agreement on Main Inland Waterways of International Importance - in English ◦ The European Agreement on Main Inland Waterways of International Importance (AGN), signed on 19 January 1996 at Geneva, is the basic document indicating the directions for the development of inland waterway networks in Europe. Its goal is to provide a legal framework which lays down a coordinated plan for the development and construction of a network of inland waterways of international importance, based on agreed infrastructure and operational parameters. The network specified in AGN is divided into nine main water transport routes of over 27 thousand kilometres in length and it connects ports in 37 European states. (United Nations, year 1996, p. 90).
2. White Paper. European transport policy for 2010: time to decide. ◦ An agenda of measures for European transport by 2010. A very important document from the perspective of inland water transport development. The study shows huge costs arising from the imbalance between different modes of transport and a threat of hindering economic development in Europe, if measures are not taken to bring balance to transport by introducing intermodal forms of transport and stimulating the development of waterway transport (Commission of the European Communities, Brussels, year 2001, p. 100).
3. Communication from the Commission on the promotion of inland waterway transport "NAIADES" - An Integrated European Action Programme for Inland Waterway Transport. ◦ In 2006, the Commission of the European Communities adopted the NAIDES programme, focusing on five inter-dependent strategic policy areas in the field of inland waterway transport, which include: Market, Fleet, Jobs and skills, Image and Infrastructure. It recommends action to be taken between 2006-13. They can be classified as legislative, coordination, and support measures (Commission of the European Communities, Brussels, year 2006, p. 17).
4. Communication from the Commission of the European Communities. Keep Europe moving. Sustainable mobility for our continent. Mid-term review of the European Commission's 2001 Transport White Paper ◦ The communication confirms that the White Paper of 2001 is still relevant and indicates that it has a longer-term nature than until 2010, and is consistent with the objectives of the Lisbon agenda for jobs and growth. It indicates that, due to the enlargement of the European Union to include 25 members, the document of 2001 should be revised. The Communication states that the internal EU market has already brought benefits and it is expected that the implementation of the objectives of the White Paper will be beneficial to rail and waterborne transport, which will become more competitive, especially on longer routes (Commission of the European Communities, Brussels, year 2006, p. 34).
5. List of Community inland waterways. ◦ A structured list of European waterways divided into four zones and according to individual European states, indicating which sections are of navigational importance (Official Journal of the European Union C 303 E/168, year 2006, p. 21).
6. Transport White Paper. Roadmap to a Single European Transport Area. Towards a competitive and resource efficient transport system. ◦ In 2011, another White Paper on transport policy was adopted. The document is an attempt to outline a framework of action strategies for almost all of the European continent and its 500 million citizens in a perspective up till 2050. It recommends reducing the energy intensity of transport, shifting road freight over a distance of more than 300 km to rail transport, strengthening the multimodal base and using intelligent forms of management and obtaining clean energy for transport. Multimodality - mainly railways and inland waterways - it should replace at least 50% road transport over distances greater than 300 km (Council of the European Union, Brussels, year 2011; p. 35).
1. Programme for development of inland waterway transport infrastructure in Poland. Part 1 Functional analysis of inland waterway transport and water tourism in Poland. ◦ The first, recently published, comprehensive report on the state of Polish waterways. The goal of the report was to analyse technical, organizational, legal and economic determinants in the operation of inland waterway transport and navigation and their infrastructure in Poland. Based on this analysis, the major problems have been identified as well as the opportunities to improve the functioning conditions of inland navigation and transport in Poland (Ecorys Rotterdam, Warsaw 2011, p. 282).
2. Inland Waterways Map. An assessment of the condition and possible use of inland waterway transport in Poland. ◦ The study includes the issues of: infrastructure-related factors in waterway freight development in EU states, inland waterway transport in passenger services in EU states, an assessment of the condition of inland waterways in Poland, development opportunities for inland water transport in Poland in the context of EU trends in infrastructure-related conditioning and the development conditions for inland navigation on the Polish waterways. (Krystyna Wojewódzka-Król, Ryszard Rolbiecki; Sopot 2008, p. 82).
3. Functional assessment of the Inland Navigation Fund in 2002-2010. A proposal for legislative changes to improve the operation of the Fund. ◦ This study was prepared primarily with recipients of the promotional system in view, as defined in the regulations on the Fund. The document identifies the strengths and weaknesses of the support mechanism for Polish inland vessel owners and operators from the funds of the Inland Navigation Fund. The role of the institutions managing the promotion system was also assessed as well as the fact of appointing the Board for Promotion. A large part of the report is devoted to an evaluation of the operation of the Bank Gospodarstwa Krajowego (PTE Dept. in Szczecin, year 2010, p. 46).
4. Draft National Water Policy until 2030. ◦ This is a continuation and extension of the Water Management Strategy approved by the Council of Ministers in April 2005. Like the strategy, this draft document sets the main directions and rules of operation to implement the idea of sustainable development in the management of water resources in Poland. The Annexes include an environmental impact forecast, documents on the study and tables with data (KGW 2011, p. 360).
5. Natura 2000 and Water Management. The European Ecological Network Natura 2000 continues to cause concern in Poland and provokes questions about the possibility of following its guidelines without major limitations to the economic development of local communities and the whole country. This extensive study addresses many questions on these issues, with an emphasis on the context of water management in the country (Ministry of Environment, year 2009, p. 118)
6. National Transport Policy for 2006-2025. ◦ It specifies challenges and tasks in the field of transport to be addressed by 2025. The document points to the need to use means of transport which are less harmful to the environment. It also emphasises the need to accelerate the development of intermodal and inland waterway transport. (Ministry of Infrastructure, year 2005, p. 37).
7. Transport Development Strategy until 2020 (perspective until 2030) - draft document ◦ It is a departmental strategy document. Its essential idea is to present directions of transport development in Poland in conformity with the objectives set out in the Long-Term and Medium-Term National Development Strategy. The Transport Development Strategy provides an assessment of the present state of transport in Poland, a forecast of traffic growth, a description of objectives, concepts of creating an integrated transport system in Poland, feasibility of implementing new technologies in transport, projects necessary to improve transport safety and other components necessary to implement the strategy. (Ministry of Infrastructure, year 2011, p. 98).
